what exercises at the gym I can do to turn my fat leg muscle?

I'm 5'4 "and 103 pounds. I know that I'm super thin, so do not want to get any skinnier. i really want to gain some weight and make my legs a bit more complete. although I have super skinny legs, there are a lot of fat in it (no meat or muscle) that the exercises in the gym I can do to turn fat leg muscle? run? bike? or that these exercises only make my legs thinner? please and thank you! and I have 16 years:)
